Veterans
We will never be able to thank our veterans enough. Virginia is stronger because of our community of active duty and veterans, and we need to do anything we can to encourage these patriots to stay here. Paul Milde will support legislation for veteran employment and educational opportunities within Virginia.
Paul believes Virginia should be America’s most veteran-friendly state. This is why making the proper investments in veteran services is critical to Paul’s approach to honoring those who served.
Board of Supervisors:
Voted to support VA hospital in Stafford exempting the private group from county tax. The contract was ultimately awarded to an out of county facility
Was Stafford’s rep on Base realignment and Closures (BRAC) Quantico growth management committee preparing Stafford for our Russell Knox building
Was Stafford’s inaugural rep to the Quantico civilian military Council. This was Quantico’s base Commander and a supervisor from each surrounding county meeting regularly to ensure Quantico‘s mission was not being interfered with.
Voted for our Veterans Memorial
Voted to exempt Vets from their car tax
Voted to mitigate encroachment on Quantico’s live fire training area by buying down development potential along the borders with PDR & REPI

2025 Session:
HB 1595- Voted yes- this fixed the national guards station tuition assistance program, from a model where the guards member paid up front to a grant style program- this provided access to education benefits for more guards members
SJ 250 — Designates June 12 each year as Women Veterans Day in Virginia.
HB 2071 / SB 1251 — Directs the Department of Veterans Services and correctional facilities to identify incarcerated veterans so they can access benefits and re-entry programs. (Acts of Assembly: HB 2071 = Chap. 235, SB 1251 = Chap. 245.)

2024 Session:
SB 4 / HB 558 — Placed on the 2024 ballot a constitutional amendment to expand the real estate tax exemption for surviving spouses of service members who died in the line of duty (rather than only “killed in action”). Passed unanimously.
SB 240 — Contingent enabling legislation for that amendment, now in effect after voters approved it in November 2024.
HJ 45 (second reference) — The second required passage of the same constitutional amendment noted above.
HB 736 — Creates a workgroup led by the Attorney General’s office to combat predatory actors who charge veterans for help with VA benefits claims. (Chap. 730, effective 7/1/24.)
HB 352- Voted yes - landlord tenant act -allowed early termination for military personnel for orders 35 miles or more.
HB 649 — Voted yes- it directs the state registrar to expedite new birth certificates for adoptees with at least one active duty, retired, or reservist parent in Virginia.

Ongoing Military Retirement Relief
The phased-in exemption for military retirement income reached its cap of $40,000 beginning with Tax Year 2025, meaning Virginia military retirees now benefit from the full subtraction. (Originally enacted in 2022, but fully effective as of 2025.)
